The federal government is rewriting the rules around applying for and receiving grants and other financial assistance from USDA and other agencies. The proposed changes would make the process more political, more administratively burdensome, more confusing, and less reliable. We’ll walk through the most critical points for the farm and food system community. This proposed rule was published in the Federal Register by the Office of Management and Budget on May 29, 2026. It is separate and additional to the new USDA terms and conditions discussed earlier this spring in a Farm Commons webinar. We’ll share additional resources to help you prepare meaningful, fact-based comments on the rule before the July 13 deadline for submitting comments.
